Application and renewal can be done at the FCC Universal Licensing System site HERE.
The site is not very friendly, especially if it has been 10 years since you have logged in. If renewing, it will ask for your FCC Registration Number (FRN). If you are new you can create it. If you are not new, you probably have one and the site wont tell you this until you have nearly completed you application for a new one. An easy way to find your FRN is to search for you particular license. Go to the FCC ULS page http://wireless.fcc.gov/uls and about the 4th box or group down, next to “search,” click “licenses” and query your call sign. You can also click HERE. Your FRN is on your License record. The zeros are used if yours has some leading zeros. Some other publicly available online amateur databases may also provide your FRN.
